MOSK, J. I dissent. The court should forthrightly reject the fatally flawed proposal of the masters. I. In Karcher v. Daggett (1983) 462 U.S. 725, 732 [77 L.Ed.2d 133,142,103 S.Ct. 2653] (hereafter Karcher), the United States Supreme Court declared, “As between two standards—equality or something less than equality—only the forme
