MEMORANDUM OPINION CHARLES P. KOCORAS, District Judge: This matter comes before the Court on Defendants City of Chicago, Scott Ando (“Defendant Ando”), and Steven Mitchell’s (“Defendant Mitchell”) (collectively, “Defendants”) motion to dismiss Plaintiff Lorenzo Davis’ (“Davis”) Complaint pursuant to Federal Rule of Civil Procedure 12(b)(6). For the following reasons, the motion to dismiss is granted.
