CRIMINAL LAW – EXPERT TESTIMONY – LAW ENFORCEMENT OFFICER TESTIFYING AS EXPERT ON GANGS The circuit court did not abuse its discretion in allowing a correctional officer lieutenant to testify as an expert in gangs. The officer had extensive knowledge of and training and experience with gangs and their members. Expert testimony is governed by Md. Rule 5- 702, which requires an expert to be qualifi
