This appeal is from a finding that the State of Louisiana, Department of Transportation and Development (DOTD), was not a tortfeasor in a highway accident in which Debra Littleton, appellant, was injured. The accident, a head-on automobile collision, occurred in Avoyelles Parish, on March 5, 1983. Debra Littleton was a passenger in a car driven by Raymond Piazza.
